she brought the tax rate from 83 to 40% and dealt with the labor problem as katty said and she made enormous progress. and, by the way, everyone who blames her for the crisis in 2008, you know, in between margaret thatcher and 2008 there were three or four british prime ministers and then now david cameron. none of them reversed the system. as someone said a minute ago, everybody bought into the system and i think -- so i think her legacy is incredibly positive. the last point i would make she had the right idea about europe and why britain should fit into europe. >> she was right about britain. all these years later it cost her her job but she was right about europe. >> we will be following the funeral service under way right now throughout the morning. martin bashir, thank you. we will see you at 3:00 eastern time on msnbc. >> thank you, martin. appreciate it. >>> coming up next, the gun background check bill is on shaky ground as it heads to a vote today in the senate. will it break down its chances of passing? next. you're watching "morning joe," brewed by starbucks. at tyco int
that have runners here. it's that kind of symbol a terrorist would look at and also it's tax day. it's april 15th. and if it's a domestic type of terrorist that hates their government and wants to rebel against it, that's also a symbol as well. i think that we'll follow the evidence the way law enforcement people do. being a former d.a., that's -- you only know what you know. and they're sorting those things out. i can tell you this, that the fusion center here, where the federal law enforcement people work with the state law enforcement people, and the local is one of the finest in the whole country. it's rated that way. so there's no question in my mind that that group added the assets of the entire country right now, that the president is calling on, will bring the person responsible to justice. it's that level of confidence right now. but it's hard to even go there when you're sitting there, you know, people that you know, people that know other people, have been injured in this, and this terrible incident, three have already lost their lives. >> yeah. >> it's hard to get past that now,
towards a foreign or domestic. it could be either one. patriots day, also tax day. that could've got people up in arms. it could be a foreign type. so you leave all the options, all the possibilities open and let the evidence and the cctv cameras and the witnesses will bring you to your suspects. >> chief, how extensive is the camera network in boston? obviously, when something happens in london you can -- >> dial it up. >> you can dial it up pretty quick. there are a few streets in london that aren't on close circuit tv. do you know what the situation is in boston? >> yeah, my sense is most american cities, new york is going that route. there's nothing like london and belfast. those two cities have complete integrated system and it's almost nothing without it being captured on cctv cameras. as a matter of fact, back in 2005 in london, they were able to follow those guys from outside of london all the way into london to the subways and to the bus. so there the cctv cameras were absolutely invaluable in the investigation. my sense is boston -- they will have some cctv cameras. filming
happened in waco. one more quick note about the timing. yesterday was tax day for everyone in this country but here in boston it was patriots day which commemorates the battles of lexington and concord, the start of the u.s. revolutionary war. big day not only for the country but boston. >> what was supposed to be a celebration turned out differently. let's go back to new york and savannah. >> matt on monday evening president obama spoke about this tragedy offering his thoughts and prayers to the city and vowing justice to those involved. i happened to sit down with him shortly before these explosions and we talked about a number of things in the headlines. we began with the gun legislation before congress that many say is now hanging by a thread. >> i think we've got a good chance of seeing it pass if members of congress are listening to the american people so let's just take the example of background checks. 90% of americans think that we should make it tougher for criminals or people with serious mental illnesses to obtain a gun, and so the notion that congress would defy the overwhelmi
to help that i mean, this is a marathon. it is a taxing event anyway. they have got medical personnel right there at scene because so many runners are just absolutely maxed out when they cross the finish line. >> exactly. as we do here in new york city, we have medical tents set up, a lot of them at the finish line. it was great the doctors and first-responders were there to help administer care. the problem is they're not set up for an explosion or disaster of this sort but definitely helps to have the medical care present. jon: you say one of the things people should be alert for in the weeks and months, years to come is ptsd, posttraumaic stress disorder. >> yes. after a event like this which is horrific in nature, it also stirs deep emotions in lots of people. people will become depressed and many will suffer recurrent nightmares and visions of this type of trauma if they were actually there and witnessed it. we have to be alert for that occurring in both adults and children. anybody who was witness to this is subject to that it is something we have to keep a close watch on becaus
